Project Manager

This is a remote contract position with an estimated duration to 9/29/17.

Overview:
Project Manager role has accountability for delivery of assigned systems projects whose scope typically results in project duration of less than one year and impacts a limited number of sub-components within the Processing System. Responsibilities include assembly and tracking of plans, schedules and resources to ensure timely completion of project timelines. Uses operational and functional systems knowledge to develop business requirements, recommend changes to business process designs and workflows. Accountable for effective and efficient use of Plan-specific project management and progress reporting tools, standards and methodologies within assigned projects. Assists Systems Development Manager with business case feasibility. Communicates with Systems Development Manager regarding status of assigned projects.
 
Responsibilities:
Project Management for ClaimsXten (CXT) upgrade from CXT 4.3 to CXT 6.0. Orchestrate  project delivery and collaborate with vendor and customer in meeting project objectives.

• Oversees/Develops business and vendor requirements for stakeholders, user groups and vendors
• Develops and maintains Plan-specific project management documentation for assigned projects 
• Documents and Communicates to vendors about current and proposed process flows for business and vendor requirements in order to secure commitment in using these processes which will help reduce risk and ensure a successful outcome of the project 
• Develops cost/benefit analyses (if applicable), bench-marking analyses and risk management plans for business, vendor and IT deliverables by using Project Management Methodology (PMM) to lessen amount of defects and mitigate risk of the project failing
• Verifies environmental readiness for client server and multiple vendors between NPS modules 
• Evaluates technical log issues during All Phases of the Project
• Actively manages project risks throughout the development life-cycle
• Organizes and leads user group meetings 
• Provides functional expertise in regard to product, application and services
• Coordinates business and vendor testing requirements for stakeholders by ensuring interviews, questionnaires and team meetings are taking place that are used to identify and mitigate risk 
• Develops Plan readiness assessment criteria during User Acceptance Phases (includes knowledge transition to the Plan in order for the Plan to successfully provide ongoing production support)
• Provides information for Help Desk knowledge tree construction 
• Creates project budgets and tracks project expenses to ensure project stays within budget 
• Translates customers' business system design into scope, work break down structures and schedule using Project Management Methodology and tools to ensure all critical tasks required to complete activities are incorporated in the Project Plan 
• Leads stake holders in testing, implementation, and issues resolution by monitoring and tracking test case completion reports to ensure tasks are being completed in accordance with the work plan
• Manages day to day customer and enterprise vendor relationship with all vendors via all available mediums to ensure effective communication across all delivery team for Plan
• Establishes and reviews unit and user test plans and schedules via all available mediums to ensure all data and input is accurate and complete prior to start of execution by the Plan
• Develops and submits project status reports to Customer Relations management, and Plan customers and vendor partners via email to ensure proactive communication is being provided as associated with the Plan's project 
• Manages evaluations and recommendations of technical and business solutions to meet customer business and system strategies by collaborating with all areas indicated to ensure adherence to Architecture guidelines
• Conducts informal coaching activities with less experienced associates
 
Additional Roles and Responsibilities: 
• Develops initial, project-specific implementation strategies
• Directs the creation of test data 
• Recommends scope and direction changes during all Phases of the project 
• Provides support throughout implementation activities to Plan Business Readiness teams via all mediums to ensure all training and operational work flows are accurately documented
• Represents assigned business or system interests to various committees
• Recommend suggestions for implementing project delivery process improvements 
• Performs other duties as assigned by your manager

Qualifications:
Experience with the following:
Medical Management (Claim-check/ClaimsXten) software implementations
Health Care (payer) IT implementations
Customer relationship skills
Vendor management
BCBS experience
Additional Experience:
• Four - Six years minimum experience as a Project Manager
• PMP Certified
• Demonstrated project experience in both application and infrastructure development related projects
• Experience managing a projects with a set methodology
• Experience in risk identification, mitigation and contingency planning
• Healthcare Insurance background preferred
 
Knowledge: 
• PMI principles or standard project management methodology

• Proven expertise using Project Management Methods

• Must have good facilitation skills
• Must have good relationship management skills
• Good writing and verbal communication skills
• Proficient computer skills with recent working experience in Microsoft Word, Excel, PowerPoint and Project

• Must have excellent ability to communicate clearly and professionally over the phone
 
Training and Education: 
• General healthcare knowledge (healthcare terms, healthcare systems)
